Howard R. Rickabaugh
Chief Rickabaugh has over 30 years of law enforcement experience. He has served with the Lucas County Sheriff's Department, the Grand Rapids Police Department, the Woodville Police Department, Dunkirk Police Department and has been with Forest Police Department since 1994. He has also served as a member of the Woodvile Village Council. He served as a paratrooper with U. S. Army 82nd Airborne Division and as a Military Policeman in the Ohio National Gaurd. He is a Past President of the Woodville Kiwanis Club and Past Commander of the Woodville American Legion Post.

MISSION
The members of the Forest Police Department are committed to excellence in the performance of our duties by upholding the Constitution of the United States and the Constitution and laws of the State of Ohio and ordinances of the Village of Forest. We will strive to reduce crime and provide a safe environment for all our citizens.
DEPARTMENT MAKE UP
Chief of Police, Lieutenant, Sergeant, Detective, and five Patrol Officers, and ten Auxiliary Patrol officers.
Department patrol cars are equipped with radar, video cameras, mobile data terminals, window tint meters, noise meters, digital cameras, protable alcohol breath meters, laptop computers for taking reports, first aid equipment, fire extinguishers, shot guns and carbine's. The department recently acquired night vision equipment.
The Police Department is fully computerized and uses the Ohio Law Enforcement Officers Tool Kit as its record management system. Thsi system is compatable with state and federal crime statistics collection programs. The department also participates in the Ohio local law enforcement information sharing network.
All officers are trained and qualify with hand guns, shot guns, carbine's and automatic rifles. Officers are also authorized to use chemical sprays, and other weapons of choice as long as they are qualified to use them.
